Regulated positions

Transport Canada minimum qualification framework

The summaries below identify the principal regulatory baselines. The Canadian Aviation Regulations, Commercial Air Service Standards, approved manuals and approved training programme prevail.

B747-400F Captain
  • Valid Canadian Airline Transport Pilot Licence — Aeroplane.
  • Valid Category 1 Medical Certificate and Group 1 Instrument Rating.
  • Applicable B747-400 individual type rating.
  • Aircraft-type recency, a valid Pilot Proficiency Check, required line check or line indoctrination, and completion of the air operator’s approved training programme before line assignment.
B747-400F First Officer
  • Valid Canadian CPL-A, MPL-A or ATPL-A, as applicable to the assigned duties.
  • Valid Category 1 Medical Certificate and Group 1 Instrument Rating.
  • Applicable B747-400 individual type rating.
  • Aircraft-type recency, a valid Pilot Proficiency Check, required line check or line indoctrination, and completion of the air operator’s approved training programme before line assignment.
Operations Manager
  • Hold or have held the licence and ratings required of a pilot-in-command on one of the aeroplanes operated; or have at least three years of related supervisory experience with a commercial air operator whose flight operations are similar in size and scope.
  • Demonstrate to Transport Canada the required knowledge of the company operations manual, air operator certificate, operations specifications, regulations and standards.
  • Be approved for the position and employed in accordance with the applicable CAR 705 requirements.
Chief Pilot
  • Valid Canadian ATPL-A, appropriate Instrument Rating and a type rating for at least one aeroplane type operated.
  • At least three years of pilot-in-command experience on a CAR 705 aeroplane in the applicable weight group and type of operation.
  • Qualified for line flying on one of the aeroplane types operated.
  • Demonstrate the prescribed regulatory, manual and operational knowledge to Transport Canada.
Maintenance Manager / Person Responsible for the Maintenance Control System
  • Meet the appointment, employee, knowledge, examination or applicable exemption, and aviation-record requirements of CAR 706.03 and Standard 726.03.
  • Be competent in the approved maintenance-control policies and responsibilities assigned to the position.
Person Managing the Safety Management System
  • Transport Canada does not prescribe one universal pilot licence, maintenance licence, flight-time total or years-of-experience minimum for this function.
  • The person must be trained and competent for the assigned SMS duties and perform the applicable hazard, risk, occurrence, corrective-action and reporting functions.
Flight Dispatcher — where certified dispatch is used
  • Meet the minimum age and generic-examination requirements in Standard 725.
  • Complete the air operator’s approved specific training, required examinations, on-the-job training, cockpit familiarization and competency checking.
  • Hold and maintain the Flight Dispatcher Certificate associated with the employing air operator before exercising certified dispatch duties.
